Billy joined Rotary in June 2013 and immediately became an actively involved member. He initially assumed responsibility for coordinating speakers for the club and was then asked and elected to chair the club’s Good Works and Service Committee making him a member of the Board of Directors. Honored by his club with a Paul Harris Fellowship in June 2014 for distinctive service and by Steve Certa, District Governor 2017 - 2018, with a Paul Harris Fellow in 2018 for his service to District 7950. Billy is a member of the Paul Harris Society with the designation PHF+7. He also served as one of two representatives of his club on the Cape and Islands Rotary Council.

He became Chair of the Council in 2014 and served in that role for two years. Elected as President of his club in 2015 – 2016 he attended the Rotary International Conference in Sao Paulo, Brazil 2015.

Billy was named Assistant Governor for Area 2 of District 7950 in July 2016, serving in that role through July 2019. He also was appointed to the Rotary District 7950 Membership Committee in July 2015 and became its Chair in July 2017. He continues in the role as Chair of the District Membership Committee today. He was installed as President of the Rotary Club of Barnstable Sunrise for a second term - July 2018 - 2019. He was named and will serve as District 7950 Governor 2021 through 2022.

Billy holds a Master’s Degree in Administration/ Organizational Development and a Doctoral Degree in Counselling/ Clinical Psychology from the University of Massachusetts/ Amherst. His clinical and consulting practice served peoples of diverse backgrounds and his organizational consulting work focused on human resource development and change management.

Elected as a member of the United States National Governing Body of the Baha’i Faith in 1998, he served as its Treasurer for some thirteen years, leading several successful multi-million-dollar capital campaigns prior to moving to Cape Cod.

Billy and his wife Bette have been married for 48 years and live in Osterville MA on Cape Cod. They have two children who are both married - Janra Roberts and wife Stacey; Kia Roberts Wheeler and husband Jamar who have their first grandchild.

Both Bette and Billy are active leaders in their faith community and are enthusiastic supporters providing service to non-profit organizations. A veteran traveler, Billy has visited and provided hands-on as well as consulting services to social and economic development initiatives in more than 75 countries.
